There are a Number of Countries that have official agreement with the Thai Government allowing them to Travel to Thailand under the visa exemption Scheme (No need for applying for Visa).
If you come under this Scheme, You will be able to stay for 30 days in Thailand and you can extend the Stay with additional 30 days when you are in the Kingdom from any immigration office. (Total Possible Stay duration is 60 days)

Visa on Arrival
Some Other Nationalities are allowed to come to Thailand without Pre applying for a Visa, however they will need to Get a Visa on arrival from the Port of arrival when they Enter Thailand.

Tourist Visa
If your Nationality does not belong to any of the Above mentioned Nationalities that are eligible for either Visa exemption or Visa on arrival, Then you will need to apply for a Tourist Visa.
(if you belong to one of the above mentioned Nationalities, You can Still apply for the Tourist Visa as well in case you are planning to Stay longer in Thailand)
Tourist Visa allows you to stay for 60 Days and you can extend your stay with additional 30 days when you are in Thailand (Total Possible Stay duration is 90 days).
